Vice President of Fiscal Management/CFO
Since 1977, VIA has served the San Antonio metropolitan area, a community with a high percentage of public transit users. With over 2,100 employees and eight (8) transit centers, VIA provides regional multimodal transportation options to millions of residents and visitors within its 1,210 square mile service area. Services include bus, paratransit, high-frequency, ride-sharing, vanpool, and park-and-ride. Bus service includes 6,851 stops along 96 bus lines, which are divided into five service categories: frequent, metro, express, skip, and downtown circulator. Leadership revises these services three times each year to make adjustments reflecting demands and cost-effectiveness.
VIA seeks a leader who oversees all functions and activities of the division including treasury management functions; handles fiscal responsibilities associated with long-range capital planning; handles finance administration responsibilities; develops the Annual Operating Budget, Five-Year Financial Plan, Capital Plan, and Comprehensive Annual Financial Report; prepares reports for the FTA Triennial Review; coordinates the fuel hedging program; develops, implements and monitors company-wide and division policies and procedures; ensures compliance with division and company goals and requirements; and serves as Assistant Administrator of the Pension Plan.
This position requires a bachelor’s degree, preferably in a field related to one or more areas of department responsibility or in business administration as well as 10 years of experience in progressively responsible positions to provide an adequate background in a broad range of functions pertaining to mass transit as well as five (5) years of experience in a finance management position. Equivalent combinations of education and experience may be acceptable. The candidate must have a CPA Certificate.
